Council shall be composed of seven (7) members. All Council members shall be elected at large to serve for a term of four (4) years. Elected Councilmen serving Cortland at the inception of this Charter shall continue in office for the duration of their current term. The seventh Councilman shall be appointed in accordance with Section 3.15, Vacancies, for the term expiring December 31, 1983. thereafter, the office shall be filled by election for four (4) year terms.
Qualifications:
Each Councilman shall have been a resident and qualified elector of the Municipality for at least two years prior to the date of his election or appointment and shall continue to be a resident and qualified elector of the Municipality during his term of office. The period of residence hereby required shall include the period of residence in any territory, which has been annexed to the Municipality. A Councilman shall hold no other elective public office. He shall no be otherwise employed by the Municipality.
Rules and Journal of Council:
Council shall adopt its own rules, regulations or by-laws and shall keep a complete journal of all of its proceedings which shall be open for public inspection at all reasonable times. The voting upon any ordinance or resolution or motion shall be by roll call and the vote of each Councilman shall be recorded upon the journal.
