The parks are here for your enjoyment.  Please be respectful of others in conduct and speech, and follow these rules for the best use of our facilities and enjoyment by all.

  • Prohibited activities include: Smoking, Soliciting, Vandalism, Removing Plants or Wood, Dumping Trash, Open Fires, Commercial Activities, Advertising, Loitering and Sport Fighting.
  • Animals must be on a leash, have waste removed and are prohibited on all play surfaces and courts.
  • Prohibited items include: Firearms, Deadly Weapons, Drugs and Alcohol, Fireworks and Gas Powered Models.
  • Vehicles should park in designated areas only.

Complete Rules

AN ORDINANCE TO AMEND ORDINANCE O-05-10 PROVIDING FOR THE ADOPTION OF RULES AND REGULATIONS FOR ALL USERS OF PARK AND RECREATION AREAS AND FOR THE PRESERVATION OF MUNICIPAL PROPERTY FOR THE CITY OF CORTLAND, OHIO

WHEREAS, The Parks and Recreation Commission has identified the need to adopt rules and regulations for municipally owned property.

NOW, THEREFORE:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CORTLAND, OHIO:

Section 1. The rules and regulations hereinafter enumerated are the official rules and regulations to guide users at park and recreation areas in proper conduct for the enjoyment of all other users of park and recreation areas and for the preservation of municipal property.

Section 2. Hours. Parks are open from 5:00 a.m. until 11:00 p.m.

Section 3. Restricted Activities.

A. Engaging in fighting for sport or entertainment is not permitted.
B. Engine powered models and toys are not permitted
C. Overnight camping or sleeping is not permitted
D. Soliciting for sale, soliciting contributions or begging is not permitted.

Section 4. Animals.

A. Animals must be leashed, shall not excite fear or otherwise disturb others.
B. Excrement must be removed and disposed of properly using tools or supplies provided by the animal’s handler.
C. Animals shall not be permitted on any athletic field, court or playground surface and/or equipment.

Section 5. Removal and Damage of Property.

A. Removal, damage or defacing of buildings, structures, natural features, plants, flowers and lawn areas is prohibited.
B. Collection of leaves that have dropped from trees is permitted.

Section 6. Depositing of Materials.

A. Discarding of materials in parks or park dumpsters is prohibited.
B. Trash from park use may be deposited in containers provided or taken with you.

Section 7. Fires.  Fires in the park are prohibited except in designated grills which must be attended to at all times. Firewood must not be gathered in the park.

Section 8. Weapons. No unlawful possession of firearms, other deadly weapons, BB guns, archery equipment, including cross bows, pellet guns, explosive devices or fireworks are permitted in the park.

Section 9. Commercial Activities.

A. No person may conduct commercial activities, charge admission or  operate games of chance.
B. Advertisements, handbills, placards or posters of any description are not permitted.

Section 10. Traffic.

A. Motor vehicles, motorcycles and mopeds are not permitted off of designated roads and parking areas.
B.  A vehicle left in the park overnight is subject to citation and tow.
C. Mini-bikes, dirt bikes and ATVs are not permitted in the parks.
D. Vehicle maintenance other than repairs necessitated by an emergency are not permitted.

Section 11. Conduct.

A. Persons may not act in a dangerous, disruptive, offensive or noisy manner affecting the safety, peace and good order of the parks and park visitors.
B. Loitering in cars, parking areas, and any other area within the park is not permitted.

Section 12. The rules and regulations as set forth in this section are hereby determined to be necessary to protect the health, safety and morals of the municipality and its inhabitants. In addition to any penalty as provided in Section 16, the Cortland City Police have the authority to arrest, issue citations, issue trespass warnings, and ban from the parks any person in violation of these rules and regulations.

Section 13. Repeal of Confliction Ordinances

All City, State, and Federal ordinances apply within the parks. All former ordinances or parts thereof conflicting with or inconsistent with the provisions of this ordinance are hereby repealed.

Section 14. Validity

The Cortland City Council hereby declares that should any section, paragraph, sentence, or word of this Ordinance or of the code hereby adopted be declared for any reason to be invalid, it is the intent of the Cortland City Council that it would have passed all other portions of this Ordinance independent of the elimination here of any such portion as may be declared invalid.

Section 15. Savings Clause.

The provisions and requirements of this section shall be in addition to and not in contravention or limitation of the laws of the State of Ohio.
 
Section 16. Penalty.

Whoever violates any provisions of this chapter shall be fined no more than one hundred dollars ($100.00).

Section 17. Date of Effect

This Ordinance shall take effect and be in force from and after its approval as required by law.
