The City of Cortland Planning, Zoning & Building Commission met on Monday, April 8, 2013 at 7:00 P. M. at the City Administration Building, 400 N. High Street, Cortland, Ohio. In attendance were the following board members: Chairman, Scott Daffron, Sally Lane and Jim Chubb; absent were Vice Chairman Bill Sasse and Charles Peck.  Also present were Mayor Curt Moll, Law Director Patrick Wilson, Service Director Don Wittman, Fire Captain Pat Dales and the following individuals:

Scott Daffron:  Today is Monday, April 8, 2013.  I’d like to call to order the Cortland Planning, Zoning & Building Commission.  Can we have roll?

Roll Call:  Bill Sasse, absent; Sally Lane, here; Scott Daffron, here; Charles Peck, absent; Jim Chubb, here.

 

Scott Daffron:  Can I have a motion for approval of commission minutes for the March 11, 2013 meeting?

 

James Chubb made a motion to approve March 11, 2013 Meeting minutes, seconded by Sally Lane.  

Roll Call:  Jim Chubb, yes; Sally Lane, yes; Bill Sasse, absent; Scott Daffron, yes; Charles Peck, absent.  MOTION APPROVED.

 

Scott Daffron:  No old business, moving on to new business:  Can I have a motion for approval of 05-13A New Business – Coopers Cycle & Fitness, 269 W Main.  James Chubb made a motion for approval of 05-13A, seconded by Sally Lane.

 

Scott Daffron:  Who do we have to represent this tonight?

 

Traci Cooper:  Traci Cooper.

 

Scott Daffron:  Can you give us just a little bit about your business?

 

Traci Cooper:  We are a fitness facility on one side and Cooper’s bike shop on the other.

 

Scott Daffron:  Has the Knox Box issue been addressed on that building?

 

Pat Dales:  I am not if there is one there from before.

 

Mayor Moll:  The last tenant was Patti Keller.  She had a used clothing store there – recent enough that there should be one on the building.  There may be one for the music store – all 3 of them together.  We need to check on that.  You need to have a Knox Box for your facility – one way or another.  You could buy one or use of theirs.  Larry could buy it for you too – he is familiar with that.

 

Pat Dales:  If you don’t have one you could stop by the station.  We have forms and information on different styles.

 

Mayor Moll: Larry Robinson owns the building and he has one on his other building but I would have thought there was one there before.

 

Don Wittman:  I think she took it with her to her new location.

 

Scott Daffron:  That was before Larry owned it.

 

Mayor Moll:  Yes.

 

Scott Daffron:  Do I have any questions?   Seeing no questions, can we have a vote on 05-13A?

Scott Daffron:  Welcome to Cortland.

 

Scott Daffron:  Can I have a motion for approval of 05-13B – New Sign – Coopers Cycle & Fitness, 269 W Main.  4’ x 6’ Pole Mounted Sign.  Sally Lane made a motion for approval of 05-13B, seconded by James Chubb.

 

Scott Daffron:  Do you know exactly what the distance is in front of that building to the sidewalk?

 

Traci Cooper:  Nine feet.  That is not quite to the sidewalk but the flower bed area is 9’.

 

Scott Daffron:  That old sign looks like it was about 3’ wide. 

 

Jeff Cooper:  It kind of goes out – it starts at 9 feet and goes to 9’8.

 

Scott Daffron:  So there is sufficient room for a 4’ sign.

 

Mayor Moll:  It is six feet wide.

 

 

(Several comments made at same time)

 

 

Scott Daffron:  The posts don’t look like they are in very good shape.

 

Mayor Moll:  It has been awhile since there has been a sign there.

 

Don Wittman:  I provided you the plan from when W Main St was reconstructed in 2003 and the highlighted area shows what was existing back when it was the doctor’s office.  I think the trees have since been removed from that planter area and you see where the sign posts are.  So it would be outside of the right of way if it is kept within that planting area.  I don’t see it causing any sort of sight obstructions for vehicles using any of the driveways either west or east of the building.

 

Patrick Wilson:  So your recommendation is to keep it in the planting area?

 

Don Wittman:  Yes.

 

Scott Daffron:  The size is within our zoning regulations.  That is an internally lighted sign?

 

Traci Cooper:  Yes.

 

Scott Daffron:    Any other questions?   Seeing none, can we have a vote on 05-13B?

Roll Call:  Scott Daffron, yes; Charles Peck, absent; Sally Lane, yes; Jim Chubb, yes; Bill Sasse, absent.  MOTION PASSED.

 

Scott Daffron:  That approves your sign.  Do we have anything else for discussion tonight?  Seeing none, can we have a motion to adjourn?

 

 

Sally Lane made a motion to adjourn the meeting, seconded by James Chubb.

 

Roll Call:  Scott Daffron, yes; Sally Lane, yes; Jim Chubb, yes; Charles Peck, absent; Bill Sasse, absent.  MOTION APPROVED.
