PARKS & RECREATION BOARD             October 8, 2012

 

REGULAR MEETING

 

 

The City of Cortland Parks & Recreation Board met on Monday, October 8, 2012 at 5:00 p.m. at the City Administration Building, 400 N. High St., Cortland, Ohio.  In attendance were the following board members:  Mike Norton, Dave Christner, Shane Mealy and John Picuri; absent was Frank Daugherty.  Also present were Mayor Curt Moll and Service Director Don Wittman.

 

Shane Mealy made a motion to approve minutes from the September 10, 2012 meeting, seconded by Dave Christner.   ALL AYES (except John Picuri abstained),   MOTION APPROVED

 

 

Willow Park

 

Mayor had a call from someone who trains service dogs and wanted to be able to use the courts for that purpose.  Ordinance does prohibit commercial operation.

 

Mike had looked at Bazetta Park and State Park at their signs.  Bazetta has 3 signs all pertaining to dogs and prohibiting them from any play surface.  The State Park had signs for speed limits, no alcohol, and keeping dogs on leashes.

 

Don said that even though not in favor of reactive legislation, it may be worthwhile to amend park rules to address this issue.

 

Dave Christner made a motion to recommend the following amendment to the park rules to city council “Animals shall not be permitted on any athletic field, court or playground surface and/or equipment”, seconded by John Picuri.  Motion passed.

 

A general discussion on signs followed.   These were the suggestions from that discussion: 

 

  • Posting a complete set of rules or the city ordinance at the kiosk at Willow Park and to eventually have at all of the parks.

 

  • Putting rules signs in parking areas of the park

 

 

  • Adopting a standard color and font for all signs in the future

 

 

 

 

 

 

 

 

  • Condensing Current rules for signs as follows:

 

 

Park Rules

 

Be Respectful of Others

No Swearing

No Fighting

No Littering

 

Alcohol, Drugs and Weapons are Prohibited

 

Animals must be on a leash

Clean up after your animal

Animals are NOT permitted on play surfaces

 

 

 

No action was taken on any of the suggestions at this time.  Action will be taken after City Council acts on recommendation of No Animals permitted on play surfaces.

 

Pearl Park

 

Parking Lot Bids will open on October 25th for work to be completed in November or early spring 2013 depending on the weather.

 

John confirmed with Don that Friday October 12th was okay for spraying the fields.

 

Eastlake Park

 

No updates. 

 

Other Issues

 

There was a discussion on the Community Sign by Speedway and desire to update the sign preferably to an electronic sign.

 

 

John Picuri made a motion to adjourn, seconded by Shane Mealy.  ALL AYES, MOTION APPROVED.
