PARKS & RECREATION BOARD September 10, 2012

 

REGULAR MEETING

 

 

The City of Cortland Parks & Recreation Board met on Monday, August 13, 2012 at 5:00 p.m. at the City Administration Building, 400 N. High St., Cortland, Ohio. In attendance were the following board members: Mike Norton, Dave Christner, Frank Daugherty and Shane Mealy; absent was John Picuri. Also present were Mayor Curt Moll, Service Director Don Wittman and the following individuals:

1. Dave Christner made a motion to approve minutes from the August 13, 2012 meeting, seconded by Shane Mealy. ALL AYES (except Shane Mealy abstained), MOTION APPROVED

 

2. Cortand Rotary: Jerry Carleton representing Cortland Rotary presented the following items for maintenance and repair of the Cortland Rotary Pavilion at Willow Park:

 

New boards for benches & tabletops

Repair Rotary sign frame

Repair / replace misc. boards around eaves

Replace damaged ceiling material

Pressure wash concrete

Paint entire pavilion and picnic tables

Repair picnic table anchors

Install new metal roofing (45 Year Warranty).

 

Proposed budget $1800 - $2000

 

The project should take approximately 1-2 months from approval to completion depending on material lead-time and coordination of labor.

 

 

Rotary will provide the labor and would like to complete before winter. They are asking the city to approve the list of repairs and to help fund the repairs asking for $500 - $750.

 

Dave Christner made a motion to support the initiative and to buy the roofing material for the project, not to exceed $750, seconded by Frank Daugherty. All AYES, MOTION PASSED.

 

3. Lakeview Community Sports Complex: Kolleen Crish and Steve Mizner presented a plan for a Community Center / Sports Complex. Plan includes fields for youth football, flag football, lacrosse, soccer, baseball, basketball, and archery as well as a playground, bocce courts and a Community & Senior Center.

 

It was agreed that this would be great for Cortland but that it had been attempted before. Discussion followed on financing and what had worked in some other communities such as Howland, Niles, Geneva. Jerry Carleton recommended they visit Strongsville.

 

Mayor Moll expressed 2 major concerns:

-          How long will it take and can you maintain interest and excitement throughout the project

-          Ongoing Maintenance Cost

 

In general, the parks board does support the initiative and recommended they get a cost estimate for a Proposal Book and Feasibility Study.

 

4. Willow Park

 

  • Rules Not sure how effective signs will be, need common sense to prevail but will get quote on Rules Signs to place at park.

 

  • Benches for Pickle Ball Courts Still looking for benches.

 

 

5. Pearl Park

 

Don was hoping to get cost estimate and advertise for bids in October (after soccer) so could be completed this year. If it is next spring should not be too much of a conflict. Baseball starts in April.

 

Shane and John are still working on site plan. Don has design plans for parking lot.

 

 

6. Eastlake Park

 

No updates. Plans have been submitted for Phase III approval to put in parking lot. Shane expressed interest in pursuing park and Turkey Trot Trail for possible Lakeview Cross Country course.

 

 

Frank Daugherty made a motion to adjourn, seconded by Shane Mealy. ALL AYES, MOTION APPROVED.
