PARKS & RECREATION BOARD†††††††††††† ††††† September 14, 2009


The Parks & Recreation Board met on Monday, September 14, 2009 at 5:00 p.m. at the City Administration Building, 400 N. High St., Cortland, Ohio.In attendance were the following board members:Dave Christner, James Gibson, Mike Norton, and John Picuri.Absent was Lisa Voytek.Also present were Mayor Curt Moll, Service Director Don Wittman.


John Picuri made a motion to approve meeting minutes from Augustís meeting, seconded by _Jim Gibson. John Picuri, aye; Jim Gibson, aye; Mike Norton, abstain, Dave Christner, aye. MOTION APPROVED


Tennis Courts

  • Tennis Association paid for and installed new mesh windscreen on south side of courts.They will take it down during the winter and reinstall in the spring.They may donate a new windscreen for west side of courts.


Pickle Ball Courts

  • Don advised that they are completed and there was an article in the last Cortland News about clinics being held at the courts on Sundays at 10:30 am and 6:00 pm
  • Jim said there were 16 people there this past Sunday and they were all enthusiastic.There was mention of 2 additional courts as well as some complaints regarding noise, language and the large amount of litter around the park on Sunday.Lighting is controlled by photocell, they stated it wasnít coming on until after 7:00-7:15 pm and it needs to come on earlier.


Park Rules

  • Jim shared his rough draft of park rules and regulations that he worked on with Officer Dave Morris.He did research on the web and that resulted in a lot of cities repeating their ordinances and state laws.
  • Discussion on changes to rules & regulations and how to inform the kids of ordinances that they may not be aware of.
  • Mike suggested looking at the city of Kettering Ohio rules.Dee pulled them off the internet and shared them with the board.
  • No action was taken on the rules at this meeting


5 Year Plan

  • Reviewed previous plan and made some changes.
  • Board to review for next meeting and come back with further items to include in new plan


Sled Hill

  • Mayor met with Diana @ Army Corp of Engineers and she is enthusiastic about the idea.She also mentioned adding another dog park since the current one at the state park is such a big hit. There were over 100 dogs there this past weekend.
  • Mayor shared pictures of the sled hill in Wauseon, Ohio
  • Mayor also met with the new park manager for Mosquito Lake and his also enthusiastic about the sled hill.He likes the idea of a nature building and expanding the existing trails.He will be getting a copy of a lease and will be going to the state to help us.
  • Mayor also met with Mike Wilson at the Trumbull County Agricultural Center and he is supportive as well.
  • Good reactions from everyone so far.
  • Phase I would be to move dirt and create sled hill and put in initial infrastructure.
  • Dave will set up a meeting between City, ODNR, Army Corp and Metro Parks to get things rolling with this project.


Inheritance Fund

  • Mayor stated that this was well perceived and he will be moving forward with setting up this fund through Council.


John Picuri made motion to adjourn, seconded by Mike Norton. All Ayes.MOTION APPROVED
